How to start an IELTS letter

This was the question during my last IELTS attempt:

"Write a letter to your FRIENDS that you will be missing the party organised by them this winter as you're busy at work. Also you will be joining them later"

How to start the letter in this case? Should I mention Dear X & Y in the subject ? Is there any template available for such letters?

How to start an IELTS letter

I think you may not be reading the prompt properly. In the prompt you are told how to start your letter, either:

- Dear Sir or Madam,

- Dear ...............

The second one would be a letter to a friend, so you would simply put a name where the gap is. If it's a friend you'd just usually put their first name e.g. Dear Simon,
