I feel the time to look through the questions before the actual audio starts playing is not enough.

And the questions that I couldn't look at at the start are the ones that I always end up answering wrong

This is a tip that I discuss in my IELTS Listening Tips (Tip 3):

IELTS Listening Tips

You have 30 seconds at the end of each section to check your answers. Instead of doing this, use the time to start looking at the answers for the next section.

You will then have 1 minute to look through the last three sections.

There's no point using this time to check your answers as you can do this at the end when you have 10 minutes to transfer your answers.

Skipping to next section in IELTS Listening

Since the time given to read the questions is not enough, I would like to know if after you have finished a section you can start reading the questions of the following section.

For example you have finished section 1 and the recording says that you have some time to review your answers (still section 2 recording has not started).

Instead of using the time to review your answers in section 1, can you use that time to start reading the questions in section 2?

In that way, when section 2 starts and you are given the time to read the questions, you have already started so you have a bit of extra time on your hands. Is that possible?

And, if so, is it a good strategy?

Yes that is a good strategy and I advise candidates to do that. You can manage your time in the IELTS listening and move back and forward as you wish.

It can be a waste of time looking at the answers you have already put down when you could use this time to look through the next section.
